New Proposed South San Francisco Parcel Tax

A proposed ballot measure known as the “South San Francisco Early Care for All Parcel Tax” is circulating and would call for an annual parcel tax on commercial office space at the rate of $2.50 per square foot beginning on July 1, 2023. “Commercial Office Parcel” is defined as any parcel that is developed and used by a business entity primarily for operations or services that are professional, scientific, or technical in nature. Such services or operations include computer programming, data processing, research and development activities, or operation of an internet retailing business. Warehousing, industrial, and retail activities are excluded from the proposal and the tax will not be imposed on any commercial space that is less than 25,000 square feet. Supporters of the measure hope to qualify for the November 2022 ballot and the ordinance would become effective on July 1, 2023. A simple majority vote of 50% + 1 would be necessary for this measure to pass. It is important to note that this initiative is not sponsored by the City. 

This is a potential issue that NAIOP is keeping a close eye on.
