ORGANIZED RETAIL CRIME LETTER TO BUDGET COMMITTEE
Organized by the California Retailers Association, our industry along with a coalition consisting of the CalChamber, NFIB and others submitted a letter to the Assembly Budget Committee urging their support of enhanced enforcement of organized retail theft.
The items of the Governor’s Budget Change Proposal we are supporting are:
- $6 million annually to the California HighwayPatrol for expansion of the Organized RetailTheft Task Force (ORCTF) into Sacramentoand San Joaquin Counties and the Fresnoregion.
- $10 million annually to the Board of State and Community Corrections for grants tocounties in support of dedicatedprosecutors for organized retail theft cases.
- $85 million annually to the BSCC for grantsto enhance local law enforcement presence at retail locations.
- $6 million annually to the Department ofJustice for a special unit on organized retailtheft.
This letter supports one of our two identified priorities for this year so far, which includes supporting policy and budget items to improve the Supply Chain and Goods Movement Infrastructure.

GOVERNOR SIGNS SB 113
Governor Newsom signed SB 113 this week, adding funds to the California Small Business COVID-19 Relief Grant Program, reinstating tax relief for those with Net Operating Losses, and funding more grants for restaurants and small businesses among other tactics.
President and CEO of CBPA, Matthew Hargrove commented on this much needed action:
“I want to praise the Governor and Legislature for signing SB 113 helping California’s businesses that need it. Encouraging economic growth is key for California, especially when bouncing back from the negative effects the pandemic has had on our economy. While California touts the fifth largest economy in the world, remaining competitive and keeping jobs in California is crucial to the overall health of our state and businesses.”
“Adding more funds to the California Small Business COVID-19 Relief Grant Program to help small businesses that had been waitlisted is good for the State. This paired with reinstating the tax relief for those experiencing Net Operating Losses, and more grants for the restaurants, venues and small businesses that operate in our commercial properties is foundational to any economic recovery and future growth.”
Hargrove concluded, “This is a step in the right direction for allowing the State’s economy to thrive at the levels we have seen before and know California is capable of.”
CA PORT CHIEF CALLS FOR TRANSFORMATION OF SUPPLY CHAIN
Our industry’s call for action to relieve the massive backup at major California Ports is still gaining steam. This week the Executive Director of the Port of Long Beach, Mario Cordero, urged changes we have also asked for when speaking to AP,
“There are 168 hours in a week and for the most part, our terminals are open less than half of those hours,” Cordero said in a video presentation. “Without expanding our terminals or building new facilities we could still handle more cargo by utilizing more of those hours. We’d also need truckers and warehouses to go 24/7.”
The business community has already provided a letter to the Governor asking him to meet this challenge with a sense of urgency. We are asking for a temporary suspension of rules and regulations hindering our goods movement sector, just as Governor Newsom temporarily suspended some labor laws for health care professionals to meet the covid pandemic head on. Even with a temporary suspension on these rules and regulations, California would still have the strongest labor and environmental protections but be able to meet this challenge more effectively.

INDUSTRY AWARDS DINNER HONOREES & CBPA’S 50TH ANNIVERSARY - REGISTER NOW
California Business Properties Association Industry Awards Dinner & 50th Anniversary Celebration is scheduled for March 24, 2022, at The Renaissance Hotel in Newport Beach starting at 6:00pm. This bi-annual event is a chance to recognize the unwavering leadership of individuals and companies dedicated to the office, industrial, and retail real estate industry.
This year we will be pairing the Awards Dinner with a 50 Year Celebration, acknowledging the history and key role California Business Properties Association has played in advocating for and defending our vital industry. CBPA would not be successful without our leadership, membership, and those in our industry who go above and beyond in the legislative process.
With Rex Hime’s retirement announcement, and his 37 years of service to our industry, this event will also be an opportunity to honor and thank him and those who helped establish CBPA to become “The Voice of Commercial Real Estate,” in California.
The following peer-nominated awards represent the highest recognition given to industry leaders in the State of California:
The Ernest W. Hahn Memorial Award honors our founder’s many contributions to the real estate industry. The award is given to an individual and/or organization that go above and beyond the call of duty to impact legislative, regulatory, or public policy issues on behalf of our industry.
NewMark Merrill along with Sandy Sigal went above and beyond writing a check to defeat Prop 15 defending our industry from Split Roll Tax in 2020. From pushing for more signage at their properties, advocacy, and press – NewMark Merrill undoubtedly impacted our successes on the ballot in 2020.

The John Caldecott Memorial Award honors the unfaltering lifelong community service provided by John Caldecott through his service in the Salvation Army. The award recognizes an individual and/or organization that advances our industry through community service to others.
Kilroy Realty Corporation (KRC) is committed to being a real estate leader in innovation and sustainability. Part of that commitment is investing in our communities and future leaders. KRC seeks to address issues and needs aligned with our goals and objectives through financial support of education and community enrichment programs. KRC provides financial assistance to accredited schools and 501(c)(3) nonprofit organizations that work to produce programs and projects centered around community enrichment.
The Ray Magnussen Memorial Award honors Ray Magnussen who, as a provider to our industry, lead a statewide effort of advocacy to help fight issues facing all of us. The award is given to an individual service provider and/or organization that goes above and beyond the call of duty to impact the commercial real estate industry.
Sarahann spent countless hours providing legal guidance to our industry while navigating through the eviction moratoriums that took us by storm because of the pandemic. We were able to defeat legislation threatening our industry like SB 939, thanks to Sarahann Shapiro.

Champion of the Industry Awards are presented to individuals and/or companies who have dedicated themselves to the improvement of the commercial, industrial, and/or retail real estate industry in California through the development of projects that stand-out for their innovation, attraction, and versatility.
